XPR Network
Individuals who hold XPR tokens will be able to use them to vote for various decisions for the XPR Network protocol. In this way, the users of XPR Network can use their XPR tokens to steer the direction of the protocol, shape it to meet their needs, and exercise community control over the protocol.
Who can submit a proposal?
In the XPR Network community, the cost to publish a proposal is 100,000 XPR.

The following accounts will not participate in voting:
xprtreasury - The account of the XPR Network Foundation
xprgrants - The account of the XPR Network Grants
Metallicus company related accounts such as metalpayroll, metalfinance, metallicus, metallicusmm
The scope of proposals
The scope of proposals for the XPR Network includes aspects related to protocol changes. Proposals that are in scope are listed below.
The emission rate of XPR
Proposals can be submitted for voting to determine the emission rate of XPR tokens.
Presently, the emission rate for XPR stands at a 4% annual increase in supply, which is allocated as follows:
1% is allocated to incentivize staking activities.
1% is allocated to incentivize block producers, considering the absence of gas fees.
1% is allocated to the XPR/USDC farm.
1% is allocated to the Consortium.
Proposals may be put forth to modify the yearly allocation, either by increasing or decreasing it, or to transition from percentage-based allocation to fixed amounts.
Protocol changes still requires BP's voting and implementation
It is important to note, that at the core level, the governance of the XPR Network rests in the hands of its Block Producers, who are responsible for crucial decision-making related to protocol changes.
We encourage all participants to actively exercise their voting rights and take on the responsibility of selecting validators with due diligence and careful consideration.
Suppose there is a proposal to change the emission rate in the XPR Network community. In such a scenario, voters do not possess the ability to physically compel Block Producers (BPs) to adopt the proposed changes.
However, the polling mechanism and the community’s ability to rally behind an idea can exert significant governance influence and create pressure on the relevant parties to consider and potentially implement the proposal.
Block producers have the ability to develop such a proposal that would modify the emission rate and subsequently vote on it. To pass the proposal, the support of at least 15 out of the 21 active block producers would be required.
At Metallicus, we believe in the power of the XPR Network community and its collective wisdom. The XPR Network Governance Dashboard provides a platform for users to express their opinions, vote on proposals, and rally support for ideas they believe will benefit the ecosystem. This democratic process is designed to encourage active participation and enable the community’s voice to be heard.
Feature requests
Proposals could be made for feature requests. The governance dashboard is an excellent tool to gauge interest for feature requests. This way, developers can determine if a certain feature is in demand or not before investing their time and resources into its development.
Voting strategy deployed for the XPR Network community
To be eligible to vote, users must have a balance of XPR tokens and/or staked XPR tokens. Each XPR token and staked XPR token counts as one vote. For example: if you have 23.44 XPR and 44.87 staked XPR, your total vote power would be 68.31 votes.
Quorum
Quorum voting sets a minimum threshold of voters required for a proposal to pass, such as a 60% quorum where 60% of voting power must vote. If the quorum is reached, the decision with the most votes wins. Proposals fail if the quorum threshold is not met.
In the XPR Network community, the quorum is set to 25%.
